City of Ludington Water Treatment Plant Maintenance Relief Operator (SEIU Local 517-M Union Position)
Position General Summary:
Employee will collectively work with other operators in the maintenance of the Water Treatment Plant, Booster Station, storage tanks, and associated water system properties. Occasionally will operate the Water Treatment Plant, perform laboratory testing, and relieve operators for training, vacation, and sick leave. The Water Treatment Plant is staffed 24/7, and the water system infrastructure operates continuously.
The Maintenance Relief Operator will alternate with the other Maintenance Relief Operators per the department’s “On-Call” schedule. Compensation for being “On-Call” is included in the Maintenance Relief Operator's hourly pay.
Supervision Received:
Performs duties under the general supervision of the Water Treatment Plant Superintendent. Occasionally, exercise discretion in determining repair priorities or appropriate operational procedures.
Supervision Exercised:
Occasionally acts as leader of a small group assigned to specific tasks, such as equipment operation, inspection, installation, replacement, maintenance, repair, and cleaning.
Typical Duties and Responsibilities:

· Assigned tasks often include working with electrical, mechanical, hydraulic, pneumatic, automotive, and integrated computer-assisted logic control components.
· Operate, inspect, install, replace, repair, and clean water treatment equipment.
· Participate in emergency repair and operation of equipment.
· Analyzes equipment failures and evaluates the situation. Explains findings and recommendations to the Water Treatment Plant Superintendent.
· Work in permit-required confined spaces following established safety procedures.
· Serves as “On-Call Operator” on a rotating basis as determined by the Water Treatment Plant Superintendent and stated on the Department’s Call-in schedule.
· Ability to operate any shift at the Water Treatment Plant on short notice, and may be called upon to perform emergency repairs during off-duty hours (Nights, Weekends & Holidays).
· Serves as Water Plant Operator when assigned.
· Routinely clean the water treatment plant and associated water system properties.
· Assists in maintaining spare parts and tool inventories.
· Assists with bulk chemical and equipment deliveries.
· Collects water samples for regulatory compliance monitoring.
· Completes and maintains records and reports as required.
· Establishes and maintains effective working relationships with employees, other departments, various contractors, agencies, and the general public.
· May be called upon to assist the Water Treatment Plant Superintendent with water quality complaints and perform/complete appropriate investigations as requested.
· Performs snow removal at the Water Treatment Plant and associated water system properties.
· May be called upon to train department employees on various job tasks.
· May be called upon to conduct water plant tours.
· May be called upon to climb elevated water tanks.
· Performs all other related duties as requested by the Water Treatment Plant Superintendent and/or the City Manager.
Job Specification/Requirements
Knowledge and Education
Minimum – High School graduate or equivalent supplemented by courses in chemistry, math, physical science, computer programming, and skilled trades.
Desirable – Associate’s degree in Water Treatment Technology or general sciences.
Work Experience
Preferred – Two years of working experience in a water or wastewater treatment plant, serving as an Operator or Maintenance position.
Mandatory License or Certification
Minimum – must possess a valid EGLE “F-4” or higher license.
Desirable – possession of a valid EGLE “F-3” or higher license
Must have a valid Michigan Driver’s License
Other Related Requirements
· City residency. If the employee does not already meet the residency requirement, which is a 20-mile radius from the City boundaries, the employee is required to meet the residency requirement within six months from the date of employment and must maintain the residency requirement as a condition of employment.
· Knowledge of tools, equipment, and materials used in water treatment plant operations and maintenance.
· Knowledge of safety standards and precautions connected with water treatment, especially regarding confined spaces and treatment chemicals.
· Ability to understand and follow oral and written instructions
· Must be able to work overtime hours, as emergency situations deem necessary.
· Knowledge of water treatment and distribution system operations.
· Performs general maintenance of facility grounds as needed.
· Ability to use a computer.
